Hello! This was a random moment where I decided to film what Councilmember John Payne was showing me, after telling me that not only has public comment been moved to the front of the train, rather than serve as caboose at City Council meetings, but now citizens can actually read and make copies for themselves, all the draft ordinances before they get their first reading!
